Qibi-vaza Ratê (/ˈqibi/ /ˈvaza/ [object] [friend; acquaintance]) is a subtropical Small City located in the G̈ifêvîlêg̈êyê Zone of the Engineer's Guild.

The name Qibi-vaza Ratê is derived from the Sylvin language, as Qibi-vaza Ratê was founded by Diyntsa, who was culturaly Iron Elf.

Climate

Qibi-vaza Ratê has a yearly average temperature of 24°C (75°F), with its average temperature during the summer being a hot 31°C (87°F) and its average temperature during the winter being a cool 18°C (64°F). Qibi-vaza Ratê receives an average of 257 cm/y (101 in/y) of precipitation, most of which comes in the form of rain during the summer. Qibi-vaza Ratê covers an area of nearly 15 km2 (6 mi2), and an average elevation of 1974 m (6476 ft) above sea level.

Overview

Qibi-vaza Ratê was founded durring the early 13th century in fall of the year 1221, by Diyntsa. The establishment of Qibi-vaza Ratê suffered from many setbacks, delays, and obsticles, most notably a group of Qibi-vaza Ratê which required millitary assistance exterminate before the community could finish being built.

Qibi-vaza Ratê was built using the conventions of Iron Elf durring the early 13th century. Naturaly, all settlmentss have their own look to them, and Qibi-vaza Ratê is no diffrent. The city's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Qibi-vaza Ratê is buildings are built arround a single narrow baked earthen mainstreet which forms a counterclockwise spiral to give the city a over all circular shape. The city is protected by a renforced stone fence which sits atop earthwork defences, for some of the best inexpencive defences a city of Qibi-vaza Ratê's size could have. Unfortuantly, these well-designed, yet cheep are in extreem disrepair, so much so that one cannot tell if they are decaying from a lack of mantance or damage incured.

Right off the bat Qibi-vaza Ratê hits you in the face with its success. Everyone, even the peasants, are dressed in well made clothing. Every tool and implement you can see is finely made, and people will boast to you as obvious strangers of the wonders which can be found in their markets. More interestingly is a total lack of beggars, and plenty of new buildings are going up even as you speak. Somehow this city has come into quite a lot of wealth, and recently from the looks of things. The city is very clearly a joyfull place as well as wealthy. Music can be heard often, as well as laughter. The smell of food and drink permiates the air. You can’t help but smile.

Civic Infrastructure

Qibi-vaza Ratê has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.

Qibi-vaza Ratê has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Qibi-vaza Ratê. Qibi-vaza Ratê has a Guild of Nurses, which is tasked with caring for the elderly and infirm in accordance with local ordinances, religious values, and customs.

Qibi-vaza Ratê has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Qibi-vaza Ratê has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Qibi-vaza Ratê's public wards, blessings, and other arcane systems.

Qibi-vaza Ratê possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Small City. Qibi-vaza Ratê's grid is powered by a god's will and kindness.

Qibi-vaza Ratê has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Qibi-vaza Ratê's natural decorations nor waterways.

Qibi-vaza Ratê has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.

Qibi-vaza Ratê has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Qibi-vaza Ratê has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Religious leaders are influential in almost any community, but in Qibi-vaza Ratê they make up the final authorities. It may be an explicit theocracy, with rule by the clerics of a particular faith, or a temple might be so important and powerful that the official leaders are helpless to resist its will. The locals can be expected to be loyal adherents to the faith, or else the less pious majority is deeply intimidated by the religion’s believers.

Qibi-vaza Ratê's garrison was built using a different architectural style from the rest of the town. The style used is best known for its striking sculptural forms and often dazzling ornamental detail that characterizes the buildings general shape. The radiant colors, rich patterns, and symmetrical silhouettes employed by this style were backed up by rich decorative features including gardens, courtyards, extruded arches, domes, pointed domes, vaulted ceilings, elaborate painted and inlaid designs, and decorative sculptures.

In Qibi-vaza Ratê rain occurs in reverse with water pooling up from the earth then falling into the skies to from clouds, this unsettles every visitor that sees it.

The Snake, Constrictor (Anaconda) near Qibi-vaza Ratê are known to be almost tame, such that they can be put to domestic use.

Qibi-vaza Ratê's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves reenactments to channel Wild Magic energies of tier 2 via oratory performances.
